Understanding Notes by the President as “decisions” of the Security Council

It is sometimes believed that resolutions are the only “real” decisions of the Council.  But the word “resolution” does not appear anywhere in the Charter.  Rather, in Articles 25 and 27, the Charter speaks only of “decisions” by the Council, and the Council can adopt decisions in any format it deems appropriate, including notes by the president . . .

The Security Council has used Notes by the President not only to extend a single report deadline, but also to establish a new reporting cycle overall . . .
