Referral of Syria to the ICC vetoed in May 2014

 

On 22 May 2014, a draft resolution by which the Security Council would have decided “to refer the situation in the Syrian Arab Republic described in paragraph 1 above since March 2011 to the Prosecutor of the International Criminal Court” received 13 affirmative votes, but failed to be adopted because of vetoes by China and the Russian Federation (S/PV.7180).  Paragraph 1 of the draft referred to “the widespread violations of human rights and international humanitarian law by the Syrian authorities and pro-government militias, as well as the human rights abuses and violations of international humanitarian law by non-State armed groups, all committed in the course of the ongoing conflict in the Syrian Arab Republic since March 2011” (S/2014/348).  (This update supplements page 615 of the book.)
