Vetoes, insufficient votes and competing draft resolutions accentuate divisions within the Council

Since 2000, and especially since 2010, there has been a marked increase in divisive votes in the Security Council,
which reflects the fact that some Council members are now less willing to shield the Council's divisions from
public view. In part, this reflects the polarizing nature of some key items more recently before the Council . . .

A draft resolution on Ukraine submitted by 53 States was issued on 18 February 2025 with the intention that it
be voted upon on 24 February at a resumption of the General Assembly’s 11th Emergency Special Session.
Three days later, the United States circulated its own draft, also intending that it be voted upon on 24 February,
and in both the GA and the Security Council. Putting these three drafts to a vote on the same day raises several
Charter and procedural issues . . .
